APRI Solar Photovoltaic Manufacturing in Africa: Opportunity or Mirage?

Popular

This paper examines the opportunities and challenges of developing solar PV manufacturing in Africa, analysing the continent’s mineral endowments, integration into global value chains, and industrial strategies needed to leverage the green transition for energy access, industrialisation, and structural transformation.

Africa stands at a crossroads in the global energy transition, and solar photovoltaic (PV) manufacturing presents a powerful opportunity to drive both energy access and industrial development across the continent. This study evaluates the continent’s potential to participate meaningfully in solar PV value chains, not only as a consumer but as a competitive manufacturer. With abundant resources like silicon, copper, and other essential inputs for solar panel production, Africa has a unique chance to localise manufacturing and reduce dependence on imports. But mineral wealth alone isn’t enough.

There is a strong need for coherent industrial strategies that align with energy policies, infrastructure development, and trade frameworks. Integration into global value chains will depend heavily on regional cooperation, investment in skills and technology, and deliberate efforts to attract manufacturing-related financing. Additionally, aligning with global sustainability standards and climate goals will be crucial for long-term competitiveness.

By building out local industries, African countries can unlock new jobs, increase resilience, and chart a path toward a low-carbon, high-growth future that is made on the continent, for the continent.
